As someone who has owned quite a few dogs in my life and has studied animal behavior, I'll tell you that when you talk to a dog, as long as they are domesticated and have been around people for a long time, they can get a general sense of what you're trying to convey to them by your facial expression and the tone of your voice, if not your words.
