Breast development can start from as early as 8 - 9 years old, meaning by the time they reach 12 (which Sherry roughly is) they can be fairly well developed. And as you said clothes can flatten and hide breasts reasonably well.
At around these ages I agree you can have some artistic leeway, but at some point (like Ellie from TLOU) I personally have some problems if people make them much smaller or bigger than they appear.
Lumipo: Also, SelfDrillingSMS is probably the only one that can make believable physics with SFM's limited physics functionality. I can't even imagine the god-tier porn he would make if he learned Blender or something.

Silverscorpionsfm: That's because most suck at using Blenders Subsurface Scattering and usually do the bare minimum. It's a lot harder than SFM. Blender is all around better say for UI. Plus SFM is dedicated to animation while blender is all purpose. Once 2.8 get up 2.79(although more than capable)
